Planning a Civil Wedding Ceremony in Turkey: Venue, Preparation and Flow

The civil ceremony (“nikah”) is the moment a marriage officially begins, and the shortest yet most meaningful part of a Turkish wedding. Whether it takes place in a simple ceremony at the municipal marriage hall or in front of the guests at the wedding venue is one of the earliest decisions couples make. This guide explains where a civil ceremony can be held, the steps of planning one in a hall, the general outline of the application process and how the ceremony itself unfolds.

Where can the ceremony take place?

In Turkey, civil marriages are conducted by municipal marriage officers. The ceremony can be held in the municipality’s own marriage hall or, subject to the marriage office’s approval and the completion of the relevant paperwork, at a venue outside the municipality such as a wedding hall. There are three common options:

  • Municipal marriage hall: simple, quick and economical. Guest numbers are limited by the hall’s capacity, and appointments on busy dates fill up early.
  • Ceremony at the wedding venue: the ceremony takes place on the stage or in a dedicated area of the hall as part of the wedding reception, so guests experience both on the same evening.
  • A separate ceremony reception: the ceremony is held on a different day from the wedding, in a smaller hall with a close circle of guests, followed by a seated dinner or a cocktail reception.

How to plan a ceremony at the wedding venue

Holding the ceremony in a wedding hall means aligning two calendars: the venue’s and the marriage office’s.

  1. Date and venue: book the hall first; the marriage application cannot be made until the wedding date is fixed.
  2. Talk to the municipality: ask your local marriage office about the conditions for holding the ceremony in a hall, the hours during which an officer can attend an outside venue and the application timeline. Practice varies from one municipality to another.
  3. Ceremony time: give the ceremony a fixed place in the running order; most couples hold it after guests have been welcomed and before dinner is served.
  4. Ceremony area: the ceremony table, chairs for the couple and witnesses, a floral arch or backdrop and the officer’s microphone are planned with the venue.
  5. Sightlines: holding the ceremony on the stage or a raised platform lets every table see it; where there is an LED screen, a live camera feed can be shown.

The application and documents: a general outline

The marriage application is made to the marriage office of the municipality where one of the partners is registered as resident. Because the documents and lead times vary by municipality, always get the current list from the marriage office itself. In general the following come up:

  • Identity documents and photographs.
  • A health report, or a document from the health institution the municipality refers you to.
  • The application form and declarations; additional documents for those previously married.
  • For a foreign partner, documents from their home country and, where required, sworn translations.

Ask at the same meeting how far in advance the application must be made; you will be asked to state the ceremony date and, if it will be held in a hall, the venue details when you apply.

Witnesses and ceremony protocol

A civil ceremony needs one witness from each side; witnesses simply need to be adults with legal capacity. The usual arrangement places the marriage officer in the centre, the couple in front and the witnesses on either side. Parents and elders sit in the front rows or at the tables nearest the stage. The officer’s address, the couple’s “yes” declarations, the witnesses’ confirmation and the handing over of the family register complete the ceremony, followed by the exchange of rings and applause.

Flow of a ceremony held in a hall

  1. Guests are welcomed and take their seats.
  2. Witnesses and family elders are shown to the ceremony area.
  3. The marriage officer takes the stage.
  4. The couple’s entrance, with the entrance music chosen for this moment.
  5. The ceremony, declarations and signatures.
  6. Handing over of the family register, exchange of rings and the first photographs.
  7. Celebration, the first dance or a direct move to dinner service.

The ceremony itself is usually brief; most of the time goes into seating beforehand and photographs and congratulations afterwards. Writing the flow hour by hour and sharing it with the venue coordinator, the photographer and the musicians makes the day far calmer.

Ceremony preparation checklist

  • Hall and date booked; conditions for holding the ceremony in the hall confirmed with the municipality.
  • Required documents obtained from the marriage office and collected.
  • Witnesses chosen and briefed.
  • Ceremony area, table and floral arrangement planned with the venue.
  • Entrance music and the first dance after the ceremony chosen.
  • Rings ready; the person carrying them during the ceremony named.
  • Photo and video team know the ceremony time and place.
  • Running order written hour by hour and shared with the venue.

A ceremony venue in Ankara

At Vakıf Ankara Congress Centre on Eskişehir Road, opposite Gordion Mall, the ceremony can be held on the Main Hall stage on the same evening as the wedding, and smaller halls are available for a separate ceremony reception: Salon 2 for boutique receptions of 80 and Salon 3 for seated dinners of up to 120. The Main Hall’s giant LED screen and professional sound system let every table follow the ceremony, while the bridal preparation room and VIP rooms give the family a private space beforehand. Parking and valet service are available, and the halls can be visited every day of the week. To plan the wedding and the ceremony together, see our Ankara wedding venue page; for the ceremony and a cocktail reception on their own, see our civil ceremony venue in Ankara page.

Frequently Asked Questions

Can the civil ceremony be held at the wedding venue?

Yes; with the marriage office’s approval and the venue declared at the time of application, the ceremony can take place in the wedding hall. As conditions vary by municipality, confirm with your local marriage office.

When should the marriage application be made?

Municipalities set a lead time for applications, and calendars fill early on popular dates. The safest course is to contact the marriage office as soon as your venue date is fixed.

Where does the ceremony fit in the wedding running order?

The most common choice is after guests are seated and before dinner is served, so that everyone takes part in the ceremony and the evening continues with the first dance and dinner.
